Little Bear Parkway and Golf Course Annexation


An annexation petition has been submitted to Hyrum City for the Little Bear Parkway. Last night a public hearing was held and there were several different views. Here is an artist rendering of the project. You can access the developer's website here

I think that this project could be a great addition to the city and it's residents. The golf course would be one of the most beautiful places in the valley if it is done right. I feel maybe the only drawback would be forcing a few land owners to annex even though they don't want to. My feeling though is a majority of the land owners want this to happen. Another concern is really how much development can we handle? The developments that are already approved plus this one could potentialy triple our population.

Hyrum Lake is one of the last spectacular undeveloped places in the valley. I ask council not to rush into a project. There will be reputable developers lined up to develop this land. Please don’t be pressured into rushing into something before we know all the facts and the community is behind it. Hyrum is such a friendly place to live I would hate to see the community divided. The housing market is declining and projected to only get worse. Who is going to buy these homes? With excess lots and homes for sale what will happen to current resident land values. I hope council shelves this proposal for a couple of years.

Triple the population?
I can't imagine most landowners approve of this. What is going to happen to our taxes, schools, roads....etc?
Triple? This would mean three more schools, roads, and water. Whats going to happen to our irrigation water. Is Hyrum using this for the developement.
Wow, has council really thought about this, do the citizens of Hyrum even know abou this (I just found out today)

The founding fathers of the constitution believed in majority rule. So does Hyrum. 61% of annexing property signed annexation petition, and 77% are under contract or signed petitioners. Project is well designed masterplan that will come in phases with Golf Course in 1st phase. Growth will be graceful and planned by professionals for next 20 years. Little Bear Parkway comes from same archetect that worked on famous Jordon River Parkway. Golf course design is from famous Dye Family rated by Golf Digest as a top 10 designers of world famous courses.

Hyrum City already has declared Boundry Commission approval to Meridian Road. Unless Hyrum City wishes to relinquish this enviable position to Wellsville or a future Mt Sterling, Cache County and Chamber of Commerse have given recommendation letters to Little Bear River Parkway developement. At some point we need to admit this upscale yet affordable developement is good for Hyrum.

Do we as Hyrum Citizens want to be known to Utah as a Little Park City Resort Style Community with lots of parks, open space, Our Golf Course (Sky View-Smithfield) has one on the North!! Or remain with the same negitive "Meat", Trailer park Capital image. This Little Bear Parkway plan has different housing styles mixed in so it doesn't create a rich vrs poor--just upscale living. It will save our downtown and increase our Commercial tax base with neighborhood parks, trails without raising our taxes! We will likely get a hospital or local medical facility and adult living and Nursing facility where we can be near to our aging parents and visa versa.

Yes, Change is hard. However this Golf Course idea as a upscale solution has been very successful in Logan and Hyrum. Logan River brightened a blighted entry to Logan to where now you see a flourishing in South Logan. The City had a blue ribbon committee recommend this type of developement 10 +- years ago. Hyrum is too good a place to just " Let it grow haphazzard with cookie cutter subdivions" Little Bear Parkway seems well designed by top archetects and designers. Praise to Hyrum City Council and Mayor Howard.

People have a constitutional right to sell, annex under state law. 61% have chosen in this annexation to do so. There is a reason annexations go slow. This one has gone on for almost 9 years. Congratulations to previous Administrations and Mayors for doing something GOOD for Hyrum as a whole! Hats off.

Hyrum Smith the namesake for City of Hyrum would be proud of the thought put into the new Library and the new Little Bear Parkway. Great Pioneer Visionary Forsight! Historically many scoffed at Navoo. There are always those selfish folks in Cache Valley that forgot someone had to slide over a little when they built or moved into Hyrum. I Like the parks and green look from across the dam to the north a beautiful Golf Course would bring. Cool for Hyrum.

Upscale housing around the Logan River Golf Course?

At first I was outraged Hyrum would support multi-housing units like those next to the Logan River Golf Course in such a pristine rural area. As I drove around the Logan River Golf Course, I was amazed at the "upscale" Blackhawk
and Willow Park developments.

But the more I thought about it, I agree "hats off" to the council for supporting the entire population of Hyrum City.

Hyrum has such a large Hispanic population, it is nice to see the city council supporting upscale living for one and all in Hyrum.

It would be a unique touch if the council insisted that the apartments were built with a
Spanish flare and named the streets with Spanish names … Bienvenidos Mexico …

Finally, someone with a great idea to lift Hyrum!
When I speak to folks around the valley and Hyrum comes up, the dreadful smell and the trailer park that is overrunning the city are the two things that stand out. We can do better as a community. If we allow miss matched patched development to continue, 50 years from now the smell and the trailer parks could still be the highlight of our dear town. If this annexation goes through, and a real nice golf course community is allowed to flourish, we will be known as the pride of Cache County.
What would we have the counsel do, vote for lower end housing in Hyrum? Ha! That’s what we have now. Let’s do something nice. I praise the counsel and Mayor Howard for their vision of a unified, beautiful development. This is exactly what we voted them in to do.

Providence is flourishing, Wellsville is growing like crazy, heard they just approved a supermarket that will service much of Hyrum’s population. Where are we missing the boat?

Shouldn’t we have approved that supermarket?

Why are we always a step behind? Reed Conger, a prominent citizen and business owner of Hyrum Drug moved his business and then moved to Providence. Down town Hyrum is vacant. Something needs to change.

Let’s support a community that will welcome back those of us that grew up in Hyrum and want to stay.

I'm against this development. Hyrum does not need to grow. It does not need to do anything. I grew up outside of Hyrum and want to stay out. This annexation is going to drive me into this meat packing district. What of my land? What of my views? Stay the way you are Hyrum. Leave me and my neighbors out of your planning for now. We like the county thank you very much. I don't want to be associated with Hyrum. Annex me into Mt. Sterling, or we should start our own town...

I find it interesting that you’re speaking for the dead (Hyrum Smith.) How sad it is that you can't find a testimonial to support this development from someone among the living.

Trailer park and meat packing, well, sir if you’re ashamed of Hyrum ... Move out. Some of us like it here. We moved here because we like the rural atmosphere. If you like the Park City style of living, instead of trying to change Hyrum, I suggest you move to Park City.
I won't speak for other Hyrum residents, but I don't want to be "little" anything. I prefer this city to be called Hyrum. Hyrum has an amazing personality. Too bad you don't see this.

You mentioned that a "Blue Ribbon Committee" recommended this project10 years ago. But, a little reminder, 10 years ago Enron Stock was hot. Things change don't they?
You have a great point and thank you for defending our constitution. However, I believe the question is “what percentage of the population want this versus the percentage of land owned? By your words, “61% of annexing property signed this petition,” but what is the actual percentage of the population in the affected area who are for this?

According to the Hyrum City blog, 85% say no. Just goes to show that one can get any number they want depending on what organization they are trying to promote. As they say in Chicago “vote early and vote often.”

To the person that appears to have submitted three (six) blogs, the following tip is for you. To me, it sounds like you are a council member or perhaps the mayor. If so, do you think your being objective are you listening to your citizens. Or are you spear heading this project not caring about your citizens or their concerns. It makes me question how you are benifing? Once again SAD, and I deeply hope this is not the case.

People who own horses in Cache Valley generally enjoy rural living. They have a few acres of property and keep the horses on the same property as their home. None of the lots in this development support this style of housing for horses. Do you really think people will ride horses on the horse trail through a housing development? We live in a beautiful place that offers peaceful mountainous vistas that one can take a therapeutic ride. Is one really going to load the horses up and haul them to a huge housing development to ride?
And the bigger question….Horse Poop in front yards, knowing the homeowner will most likely not be a horse owner…Wow think of the neighborhood wars when a dog poops on a neighbors yard….Horse Poop!!!! WOW!!!! I can just imagine that summer breeze and the smell. Perhaps you should also think about gun control in this community, it could get violent!!!!

Get out from your rock and do a little research.
Providence citizens voted to stop developement sounds like they were sick of being exploited.

If you feel council has been approving "cookie cutter lots" and "Piece Meal subdivisions"
Seems like instead of letting them choose the developement plans for the next 20 years (as you stated)
I question if we should first replace council then rezone our future, what do you think?

There have been several comments about the meat industry in Hyrum posted on this blog, most if not all of them, with negative connotations. It should be noted that the meat industry in Hyrum has, and does, contribute significantly to the well being of our community. Sales tax contributed by E.A. Miller is almost double the amount of the next highest contributing commercial establishment. If evenly distributed to all households in Hyrum, property taxes (16% of total) allocated to Hyrum City would have to increase by about 30% to cover the contribution made by E.A. Miller.

There are many very significant aspects to this proposed annexation, some have been mentioned in the blog comments, many others have not. Financial stability of the City is a great concern. It would require a very large increase in the commercial tax base to make this happen without adversely impacting the existing residents of Hyrum. This, as well as many other areas are being carefully considered in this process.

It is true that people have a right to propose or request annexation to a city or town. It should be noted that the jurisdiction has the right to accept or reject the annexation as deemed in the municipality's best interest.

As one who is quite close to a Hyrum City Council member, I thank those of you whom have contributed constructive and enlightening comments, both in favor of and against this proposed addition to our community.

I find the "Yes" votes for the annexation odd? Think back as long as you can remember...can you recall when CITIZENS of a city voted for their taxes to be raised, so a developement can come in?
This developement will raise taxes.
Hmmm are these Hyrum City Citizens or the Little Bear Developers Cash Hound Group voting yes?
Did you watch the news today, housing market has gone down to the point the feds have had to get involved to prevent a recession.
Hold off for a while Hyrum.
The best way to maintain a high standard of living is for council to be financially conservative.

hmmm all week votes have been trickeling in re: the annexation.

Today (Monday)about 50 votes came in within minutes of each other (google blogger) Ahhh haaa Looks like we have a school teacher among us!!!!
About a classroom amount of votes
going from one computer to the next.
Well hope whomever is completely aware of how these computer things work. But I don't think it will change councils mind any, not a council on this earth this guttsy. The stakes are high and when the cards are on the table the won't approve something this risky...well hope not.

Did someone really mention guns? Probably the same group at the annexation hearing that discussed scoping their rifles. Sounds like a threat that the police should investigate.

I live on the Hyrum west side, and I support the annexation since I believe it will only improve our community, particularly with the golf course.

In light of yesterday's drive by shooting, however, what we really need to do is take a look at what to do with that trailer park. Any development the city does will mean nothing if we have a reputation of being a hood for gang bangers and illegal aliens. I have kids at both South Cache and Lincoln, and something needs to be done about this problem. When shootings are happening right next to our kids' schools, and there's nothing that our representatives are doing about it, that's a big problem in my book.

After living in the South Ogden area for the past seven (7) years,and being personally very involved with the "Phoenix-Like" rebirth of Downtown Ogden, as well as the progressive, yet common sense quality developments that allow fellow citizes the opportunity to share the parks, bike paths, baseball and soccer fields, schools and churches, that extend the same welcome, with open arms that I received in Ogden.
It brings to mind the very positive comments, and upbeat positive attitudes that were shared with me from people moving to Hyrum, Wellsville, Providence, Cliffside/Quailbluff, and other areas that make all parts of Cache Valley so inviting and vibrant.
Indeed, there is room for diversity, and additional intelligent open minded people who will continue the practice of reaching out to other new neighbors, a choice that demonstrates by action, examples of people who share a healthy, well balanced self esteem, secure with who they are, combined with knowing how important it is to build a support system for their famililies as well, so as to keep the "toxic", vampire-like energy draining few, away by a safe distance.Moving back to Cache Valley, is certainly, (especially with this outstanding Little Bear Parkway and Golf Course)a very exciting game plan! The concept of this is laughable. Mr. Baugh has lied to owners of the land on a constant basis. He has tried to strong arm residents into his notion of 'what is best' for Hyrum. This would only make him money and leave the rest of Hyrum residents trying to figure out how to pay for road maintenance, police and fire protection as well as other things.

Is this "project" still in the works? I believe that Mr. Baugh and associates have taken the annexation proposal off the table. What now? I believe that this is a good idea, but too big of a project. Develop in parcels. Perhaps this would be better suited for someone other than Mr. Baugh

I am tired of the trailer park reputation we have! We must approve these kinds of improvements in our community!
